PULSECheck

The South African Local Government Association developed PULSECheck as a solution to a longstanding problem faced by municipalities and other state organs in maintaining and housing reliable and accurate indigent data. This data has a direct impact on spending and other allocation of resources. In addition, this data is critical in assisting the state to introduce an effective social safety net for its citizens. In addition to the need for a generation system to administer the indigent register – there has been a growing need to have a verification capability to ensure the rightful beneficiaries of indigent programmes receive their services and benefits. There have been numerous cases of impersonation, misrepresentation, identity theft and “double dipping” – which has led to undeserving individuals receiving free basic services and other indigent services. Not only does this reduce the capacity to deliver these services to poor communities fully – but also inhibits municipalities from generating revenue from those that should be paying for their services. To this end Pulse Check! was developed to assist in verifying and regularly auditing indigent data – with the understanding that financial positions of individuals do change over time. It addresses these challenges by leveraging advanced data science techniques, integration, analytics as well as Machine Learning models to verify indigent claims against multiple data sources.
